The Department for Transport launched a public consultation in October 2026 on a proposed Graduated Driving Licence (GDL) scheme for newly qualified drivers. The scheme would apply automatically for 12 months from the date of passing the practical driving test and would impose: (1) a prohibition on carrying passengers aged 15–24 between 11pm and 5am, except for a supervising driver; (2) a lower drink-drive limit (20mg per 100ml blood, compared with the current 80mg for experienced drivers in England and Wales); and (3) a reduced points threshold before disqualification (6 points instead of 12).
Young drivers (17–24) are disproportionately represented in road accident statistics. The Department for Transport estimates a GDL could prevent around 400 deaths and serious injuries per year. Similar schemes operate in Northern Ireland (where a GDL has been in place since 2020), New Zealand, and several Canadian provinces.
The scheme would not require primary legislation — it could be implemented by regulations under the Road Traffic Act 1988. The consultation closes on 15 January 2027. The DVLA and the Institute of Advanced Motorists have both published guidance on the proposal. Responses can be submitted through the GOV.UK consultations portal.
