The Ministry of Housing, Communities and Local Government has confirmed that the service-charge transparency and right-to-manage provisions of the Leasehold and Freehold Reform Act 2024 will come into force on 1 January 2027. Commencement regulations were published in October 2026.
From that date, landlords and managing agents must provide annual service charge accounts in a prescribed format, with each line item cross-referenced to a contract or statutory obligation. Leaseholders will have a statutory right to challenge unreasonable charges at the First-tier Tribunal (Property Chamber) without first applying for leave. The Leasehold Advisory Service (LEASE) has published detailed guidance for both leaseholders and freeholders.
Separate provisions on lease extension and enfranchisement premium calculations are subject to a further commencement order expected in mid-2027. GOV.UK keeps a live summary of the Act's implementation timetable.
