The Department for Transport has published a consultation proposing to raise fixed penalty notice (FPN) amounts for a range of moving traffic offences. The current standard FPN for most moving traffic offences — speeding in the lowest band, failing to wear a seatbelt, and using a handheld mobile phone — is £100 with three penalty points, unchanged since 2009. The consultation proposes a new sliding scale: Band 1 (minor, e.g. lower-band speeding): £150; Band 2 (moderate, e.g. mobile phone use): £200; Band 3 (serious, e.g. higher-band speeding or failing to identify a driver): £300. The maximum court fine for Band C speeding (50% above the speed limit) is already £2,500 on motorways — the consultation does not propose to change court fine levels.

The consultation also proposes raising the threshold at which a conditional offer of a fixed penalty must be refused and the matter referred to court — currently where the offence carries more than 3 penalty points. Responses close 28 February 2027. The current FPN process for speeding offences is explained in the speeding fixed penalty notice guide. For challenging a penalty charge notice (parking and bus lane penalties), see the PCN challenge guide. The drink-drive limit review is a separate Law Commission proposal.
